DPS/KT 10 was created on 28.03.2013, in accordance with Law 9870 "On Standardization", as amended, and the Internal Regulations of DPS, which are in accordance with the Regulations and Strategy of the European Telecommunications Standards Institute (ETSI), on the creation and operation of Technical Committees and working with standards in the field of telecommunications. The creation of this KT also coincides with the acquisition of DPS status as a Full Member/Administration Category in ETSI - the European Electrotechnical Committee for Standardization.

The scope of this KT is the adoption of European standards in the field of telecommunications (ETSI) as Albanian standards (SSH) and the drafting of Albanian standards in relation to standardization requirements in the field of signal quality, determining the conditions of signal reception, measurement and reporting signal characteristics. In terms of measuring signal characteristics, this includes measurements during transmission, remote measurements. Within the scope of this KT a special importance is given to the aspect of signal transmission in the transmitting antennas. On the other hand, a big role is played by the control of the quality of the signal, by adopting - standards that provide information about definitions, terminology, use, performance, maintenance, improvement, instructions for use, test methods, safety requirements and other information necessary for users of these standards; mainly producers, consumers, state institutions and technical inspectorates, academies, laboratories, etc.; - standards related to the use of these analog and digital systems taken separately, as well as their use in devices/assemblies, as well as their effects on users and impact on the surrounding environment.
