Functions and duties of the Director General of DPS

The General Directorate of Standardization (GDS) is the national standardization body in the Republic of Albania, established in 1951.

GDS is a public legal entity under the Ministry of Economy, Culture and Innovation (MEKI).

GDS represents the Republic of Albania in European and international standardization organizations and the interests of the entire economy of the country in the drafting and adoption of European and international standards as Albanian Standards (SSH). The drafting and adoption of standards consists of the needs of manufacturing and service enterprises, regardless of their form and size, businesses, government and consumers to provide them with standards that meet their needs for quality and greater competitiveness.

The employment of the General Director and all staff of GDS is regulated by Law 152/2013 “On the Status of Civil Servants”, as amended. Employment for the position of secretary/treasurer/protocol in GDS is regulated by the provisions of the Labor Code.

The Director General is responsible to the Minister responsible for the economy for providing recommendations on policies for the establishment and functioning of national standardization in accordance with standardization at the European and international level, as well as being responsible for ensuring and progressing the activity of the DPS and for the high-quality publication of standards for all areas of the economy, for which, by law, the General Directorate of Standardization is responsible, in order to fulfill the mission of the Directorate.

Ensures that the human resources available to the Directorate, which include the employees of the Directorate and the technical bodies, as provided for in the Law on Standardization, are organized in such a way that the objectives in this field are achieved at the lowest possible cost, with high efficiency, with quality and on time, by correctly implementing the legislation in force and the relevant instructions of the Minister; Directs and supervises the financial and budgetary activity of the Directorate, ensuring compliance with accounting procedures and transparency, in order to protect and manage correctly and efficiently the public funds at its disposal. Manages the general activity of the Directorate regarding the publication and sale of standards to interested parties for standards, in order to meet the objectives set to serve the economy and interest groups with high quality.

In carrying out its activity, the DPS cooperates with all stakeholders (public institutions, private - business companies, experts in various fields, consumers and institutions representing them, universities, schools, etc.). The structure of the DPS approved by Order of the Prime Minister consists of the administrative staff that manages and ensures the implementation of the principles, regulations and procedures of European and international standardization throughout the process of drafting, approving and repealing standards, as well as two Boards (Managing Board and Technical Board) and Technical Committees, which are voluntary and unpaid organizations. The establishment, functions and powers of the Steering Board are regulated by a Decision of the Council of Ministers, while the Technical Board and Technical Committees are regulated by internal regulations approved by the Steering Board of the DPS.
