Scope

This document specifies guidelines and requirements for the ITS station facilities layer service "ITS message sets", i.e., technical guidelines and normative technical requirements on the creation and usage of ITS message sets. This includes the basic structure of ITS message sets, the creation of a message as concatenation of messages from ITS message sets, and the reception of respective messages.
