Harmonized standards enable safe measurement of thermal energy

Five harmonised European standards for thermal energy meters have just been officially published in the Official Journal of the European Union (OJEU), following the notification of European Commission Decision (EU) 2025/1939.
This step represents an important moment for strengthening the EU internal market and the regulatory framework for measuring instruments, in line with the Measuring Instruments Directive (MID – Directive 2014/32/EU).

The standards mentioned above are:

Harmonised standards provide manufacturers, inspection bodies, regulators and other European parties with a safe and reliable technical model.
Their implementation ensures that devices that meet the requirements of these standards are considered to be in compliance with the main requirements of the legislation in this field, making it easier to enter the European market and guaranteeing legal certainty.

Commitment to providing in Albania the same standards used in the European market

The General Directorate of Standardization continues to prioritize the adoption of harmonized European standards as harmonized Albanian standards and their publication in the Catalogue of Albanian Standards, which is available on its website: www.dps.gov.al.

The adoption of harmonized European standards is of great importance for all actors who have a role in the design, production, distribution, certification, use and supervision of measuring instruments on the market and who are directly interested in meeting the legal requirements in this field.

The publication of the EN 1434:2022 series of standards highlights the role of standards in fostering innovation, consumer protection and the development of a competitive and sustainable European market, as well as the means to complement legislation.
By enabling the free circulation of thermal energy meters, these standards contribute to the efficient functioning of district heating and cooling systems and are essential for achieving the Government's objectives in the field of energy efficiency and climate.

It provides certainty and clarity in the application of the laws and helps the industry to provide quality products, in compliance with the rules throughout the Single Market.

Support for the internal market and the green transition

The Directive (MID) is being revised at European level in order to include new technologies such as electric vehicle charging stations and hydrogen refuelling stations, as well as to update the legal requirements for smart energy meters. This revision also aims to reflect rapid technological developments and to ensure fair trade and consumer protection.
